Living in a State Park

Visitors to Jekyll Island know its natural beauty, diverse history, and numerous recreational activities. As visitors return again and again to Jekyll, many make the decision to make this island home or to become a homeowner. However, many are surprised to learn that this little barrier island is a state park, which means there are special rules and guidelines for homeownership and property rental for the more than 600 private residences on the island.

Unlike traditional homeownership, all land on Jekyll Island is owned by the State of Georgia. Instead of purchasing a parcel of property and its buildings (fee-simple ownership), the State of Georgia leases the land to owners for a fee, known as leasehold ownership. In this scenario, the homeowner (lessee) pays the lessor (Jekyll Island Authority) rent to lease the land. Under this arrangement, you do not own the land, rather you own the structure, including any improvements, and have the right to use it exclusively and may transfer ownership for the remaining years of the lease. Residential leases are long-term, and current leases expire anywhere from 2049-2088.

As a leasehold property owner, the owner is responsible for the following:

  • Property Taxes
  • Maintenance Fees (fire fees, utilities, property maintenance, etc.)
  • Annual Lease Rent (on top of a mortgage, if financed)

Additionally, you have the option to offer your home for rent on a short-term or long-term basis. However, you must first secure a rental license and adhere to all applicable ordinances found in the Jekyll Island Authority Code. View ordinances »

Residential Land Lease Frequently Asked Questions

Yes. The fee simple title and ownership of real property on Jekyll Island is owned by the State of Georgia and vested in the Jekyll Island- State Park Authority (“JIA”) by virtue of O.C.G.A. § 12-3- 241. As such, all residential property on Jekyll Island is subject to a land lease ownership structure with the JIA by which all land is leased to a homeowner through a standard residential property lease. The standard residential property lease, by operation of law, places the title and ownership of the home and improvements in the leasehold interest, and lessees are prohibited from removing them. Improvements are severed from the land, and you are given title to your home and improvements during the term. Moreover, the lease permits you to remove and/or relocate the improvements if you desire, at your expense, within the last two years of the lease, so long as you restore the property to a vacant lot in accordance with Glynn County permits and ordinances. At the expiration of the lease, title to all improvements remaining on the land vests with the JIA.

Under the terms and conditions of the standard residential lease, annual rent is calculated at fourtenths of one percent (0.4%) of the fair market value of the leased land as determined by the Glynn County Tax Assessor, subject to any discounts provided for in the residential lease.

For example, if the land you lease has a fair market value of $215,000, then your annual rent would be $215,000 x 0.004 = $860.00 before any discounts or adjustments.

No. However, all leaseholders who rent their property overnight to others must first obtain a rental license from the JIA and pay percentage rent. The percentage rent is three percent of gross rental revenues and subject to change by ordinance. Owners remit to JIA the percentage rent in the same manner as they currently remit the Georgia Hotel-Motel tax.

Residential Trash, Recycling, and Yard Debris

  • Trash and recycling collection is provided by Waste Management, and billed by the Jekyll Island Authority.
  • Charges for trash, yard debris, and recycling services are included on monthly water bills sent by the Jekyll Island Authority.
  • Trash and recycling containers must be at the curb by 6 a.m. on your service day.
  • Rollout service is available – additional fees apply.
  • Trash is considered household trash and does not include appliances, furniture, tires, large batteries, construction materials, etc.
  • Regular trash service includes two cubic yards per week, per home (a two cubic yard debris pile would be about the same size as six trash carts).
  • If your regular trash load is larger than two cubic yards, contact Waste Management on Monday the week of pick up to alert them of the extra service – extra charges will apply.
  • Containers other than trash carts and recycle bins provided by Waste Management will not be collected.
  • If you need a second trash cart or recycling bin, contact the Jekyll Island Authority at 912.635.4433 – additional monthly charges will apply.
  • All recyclables may be placed in the same container.
  • Do not bag recyclables, please leave loose in the cart.
  • If possible, remove caps and labels, and rinse out the recyclables.
  • For bulk collection, purchase a Bagster®. Once filled and ready for pickup, contact Waste Management online or call 877.789.2247 to arrange collection.
  • If you require pick up of individual bulk items (appliances, furniture, etc.) please call the JIA at 912.635.4072. Fees will be billed on a separate invoice sent by JIA. Note: NO CONSTRUCTION DEBRIS.
  • Limbs or branches must be no more than three feet in length and three inches in diameter.
  • Yard debris placed at the curb by lawn maintenance contractors will not be collected, all contractors are required to dispose of their own yard debris.

Note: During heavy-demand times of the year, e.g., peak lawn and garden maintenance in the spring, pick-up can take up to a full week to complete.

  • Thursday: Macy, Ocean Oaks, Rockefeller, S. Riverview, and St. Andrews. All other streets’ recycling is collected every other Wednesday

Small piles of yard debris are picked up with the scheduled trash pickup (see above). Large piles are picked up on Tuesday by a separate truck.

Single stream recycling is available in the dumpster enclosure. Please follow the instructions listed on the compactor for interpreting which recyclables can be accepted. Trash and contamination is not accepted in the single-stream recyclable compactor. If containers are contaminated please place in the trash compactor for trash disposal.

The Jekyll Island Authority (JIA) uses Nixle for emergency alerts and community notifications. Nixle allows the JIA to keep everyone who lives, works, and visits Jekyll Island informed in the most convenient and reliable way possible. Nixle is a timely, effective, reliable, and secure technology platform used by thousands of agencies throughout the U.S. and allows JIA to send important information on multiple platforms, including text message, e-mail, voice call, and online. Receive Alerts & Notifications

When registering with Nixle, you’ll be asked to provide your ZIP code, a cell phone number, and an email address by which to receive notifications. You must use Jekyll Island’s ZIP code (31527) to receive Jekyll Island notices. After you register, log in on the Nixle website to select which messages you receive on which devices.

Questions and Support

If you have any questions about your registration or your Nixle account, please send an email to support@nixle.com or call 877-649-5362. Frequently asked questions about the Nixle system can be found on the Nixle website. Please spread the word about our use of Nixle. If you know someone who doesn’t receive emergency alerts and community notifications from the JIA, encourage them to register for Nixle at jekyllisland.com/emergency.

All Nixle messages will be coded into one of three categories:

  1. Alert — most urgent message, life-threatening situation (example: evacuation order, active shooter, gas leak, bomb threat)
  2. Advisory — a public safety situation (example: boil water, road closure)
  3. Community Information — local information, not life-threatening (example: fireworks notice, town hall meeting, road resurfacing)

Nixle has replaced all emailed notices from JIA, as well as Jekyll Island’s use of the Glynn County Code Red system. Nixle is a secure communications service with no spam or advertising associated with the Nixle system. Information you provide to Nixle is secure and will not be shared with the JIA or sold/reused for marketing purposes.

Stay Safe: Hurricane and Severe Weather

Jekyll Island experiences a range of weather. Being situated on the coast, Jekyll is particularly at risk for hurricanes. Storms that form in the southern Atlantic Ocean, Caribbean Sea and Gulf of Mexico have the potential to affect our island. Every resident should know how to stay safe when hurricanes strike. In cooperation with the Glynn County Emergency Management Agency, the Jekyll Island Authority has plans and procedures, for both natural and man-made disasters, to help residents prepare for, respond to, recover from, and mitigate the impacts of disasters.

Re-Entry System

Georgia Emergency Management Agency (GEMA) and Homeland Security (HS) have established a new statewide re-entry system and certification process following a disaster in Georgia. House Bill 405 established a new, state-wide re-entry system during a state of emergency declared by the Governor. The system will be managed by GEMA/HS, and Jekyll Island will abide by this new system. This new system replaces the re-entry systems previously used by the JIA and Glynn County following Hurricanes Matthew and Irma.

Please carefully read and review the details regarding the new re-entry system below. For more information about permits and re-entry, please review the GEMA Re-Entry Standard Operating Guide.

It is important to note, under the new re-entry system, phases 2 and 3 require permits that can only be issued by GEMA/HS, not Glynn County or the Jekyll Island Authority. Organizations, businesses, and non-profits wishing to seek re-entry access to Jekyll Island during phases 2 and 3 are now required to apply through the state. The purpose of this permitting process is to control access so that those responding to life-threatening hazards, repairing critical infrastructure, and restoring essential commerce can perform those necessary tasks prior to public re-entry. Flooding

Flooding on Jekyll Island can be caused by severe weather, including tropical storms and hurricanes and it’s important to be prepared in the event flooding impacts your property. The areas most prone to flooding are along the beach and marshes. Floodwaters can cover streets up to two or three feet deep and can come with little warning.

Police

Police protection is provided by the Georgia State Patrol. The patrol post is located adjacent to the Guest Information Center at 901 Downing Musgrove Parkway. Always dial 911 for emergencies. Non-emergency calls can be made by calling 912.635.2303. 

Utilizing the 911 system is the most efficient way to handle emergency calls. By calling 911, it enables many advanced features to locate and gather information about the emergency that can not be obtained by dialing Emergency Services directly. Everyone is encouraged to call 911 for ALL emergencies. The Jekyll Island Fire Department and the Georgia State Patrol continue to be Fire, EMS, and Law Enforcement providers on the island.
